The third entry in that list is correct in theory*. For an announce to be successful, the tracker requires a passkey which identifies the forum account of the user who just contacted the tracker in order to credit any down- and upload amounts. It also seems like the tracker returns an error if the .torrent-file itself has not previously been uploaded to the forum/tracker.

Based on your description I assume that's what you are trying to do. You'd be better off using any of the many other public torrent trackers for your purpose, since 720pier works like a private tracker. Granted, with open signups, but still.

* People should avoid making their passkeys public. It'll matter a lot less here than on other private trackers, but one better gets into the habit of hiding this kind of information.
