What's the Rule on download Requests?

For instance, when it comes to the NBA many of us also enjoy the Inside The NBA show but it seems to be pretty inconsistent with how often it is uploaded. A bigger issue I have however is how rare and inconsistent the Inside the NBA preshow and halftime show is added to the games. I personally would prefer these were included on the games whenever possible. So I'm wondering is there anyway that request can be fulfilled? Would I need to add more donation because I'd be happy to do so?
